Abstract

Purpose

The purpose of this paper is to provide the high-pass (HP) negative group delay (NGD) circuit based (RL) network. Synthesis and experimental investigation of HP-NGD circuit are developed.

Design/methodology/approach

The research work methodology is organized in three phases. The definition of the HP-NGD ideal specifications is introduced. The synthesis method allowing to determine the RL elements is developed. The validation results are discussed with comparison between the calculated model, simulation and measurement.

Findings

This paper shows a validation of the HP-NGD theory with responses confirming NGD optimal frequency, value and attenuation of about (9 kHz, −1.12 µs, −1.64 dB) and (21 kHz, −0.92 µs, −4.81 dB) are measured. The tested circuits have experimented NGD cut-off frequencies around 5 and 11.7 kHz.

Research limitations/implications

The validity of the HP-NGD topology depends on the coil self-inductance resonance. The HP-NGD effect is susceptible to be penalized by the parasitic elements of the self.

Practical implications

The NGD circuit is usefully exploited in the electronic and communication system to reduce the undesired delay effect context. The NGD can be used to compensate the delay in any electronic devices and system.

Social implications

Applications based on the NGD technology will be helpful in the communication, transportation and security research fields by reducing the delay inherent to any electronic circuit.

Originality/value

The originality of the paper concerns the synthesis formulations of the RL elements in function of the expected HP-NGD optimal frequency, value and attenuation. In addition, an original measurement technique of HP-NGD is also introduced.

Abstract

Purpose

The purpose of this paper is to analyze the current problems and the main perspectives of the development of state regulation of the Russian system of higher education in the context of the provision of Russia’s national security.

Design/methodology/approach

The research of formation of the system of national security in Russia and the problems of the development of education is based on the methods of Russian and foreign Institutionalists (D. North, S.G. Kirdina, R.M. Nureev, Y.V. Latov, etc.). The research is also based on the theory of inequality in the system of education (D.L. Konstantinovsky), the idea of cultural aspects of social inequality (Pierre Bourdieu) and the theory that connects the problem of the development of the educational system with the system of national security and social inequalities (A.V. Vereshchagina, S.I. Samygina, etc.).

Findings

The modern state and perspectives of state regulation of higher education in the modern Russian conditions are analyzed in this paper. A complex analysis of risks of the modern state of Russia’s educational system is performed, and educational inequality as a risk to national security is studied in this paper. Perspectives of state regulation of higher education in view of the national model of socio-economic activities and principles of national security are viewed in this paper. The main directions of improving the educational system in the context of the provision of national security of the state are given in this paper.

Research limitations/implications

The results of the research could be used for correcting the main directions of Russia’s socio-economic policy in the long term. The central trend of this policy is the reformation of the development of the sphere of education as a factor of the formation of the system of Russia’s national security.

Practical implications

Originality of this paper consists in setting the problem of the implementation of social senses of the development of state policy in the sphere of higher education into the discourse of theoretical and practical consideration of the problems of national security.

Abstract

At the same time, new military and political factors have emerged, which determine the strategy of the Russian defense industry, rates of its development, and change of the structure. On February 8, of the current year, the chief of Pentagon, R. Gates spoke at a session of the Committee for the Armed Forces of the Chamber of Representatives of the Congress, declaring that USA should be ready to possible military conflicts with other countries including Russia and China: “We need the whole spectrum of war facilities for army involving conflicts, since we do not know what could happen in such places as Russia, China, North Korea, Iran and other.”1 As a result, the USA military policy is encircling Russia with antimissile defense systems. They are supposed to install a powerful radar in the Czech Republic and shaft-basing missiles in Poland. A superpowerful floating radar is to be transferred from Hawaii islands to Aleut islands, etc. Thus, the whole territory of Russia will be surrounded with radar-missile complexes. These activities will produce an increased attention to elaboration and manufacturing of constituents of the antimissile defense system and by-pass systems, possible withdrawal from the Treaty on conventional weapons in Europe and the Treaty on medium-range strategic missiles etc., which may change the direction and paces of development of the defense industry.
